I am from India, living in midwest, so I can understand some of the stuff you have written. As Ujwala wrote the two best examples in India is NSS and CSS...which is quite active, though there is always need to have more from them. With regards to your response on "we know how to solve the problems" reminds me of the speech of Bush "either you are with us or aganist us", meaning we as americans can solve all the problems and we can help you in solving your problems provided if you get aid from USAID, WORLDBANK, IMF, devalue your money, and have our staff be your boss and have our "highly paid" consultants visit your country to say what you can or cannot do etc., Sorry if I sound so cynical but I cannot help.I have worked with UNDP in Asia Pacific Region, I have known it all too well, maybe only from the negative side. Before going in further posing an historical and factual perspective of "we know how to solve the problems" I want to cite the example of Adult Literacy in Southern Indian State called Kerala which had achieved 100% literacy in the whole state and probably you must have already been there and or known that. I can research and find out some people contacts if you may wish. With regards to "what we can do" yes people in Asia and Africa knew what US can do, should do and what sadly having been doing. They knew that it has been only two years since the Clinton administration finally removed South Africa from the U.S. Trade Watch List where it was placed after President Mandela had signed legislation authorizing access to cheaper medicines. They knew it took three years before the pharmaceutical industry finally dropped its lawsuit against that same legislation, three years during which 400,000 South Africans died AIDS, TB and Malaria . They knew it was 10 years since the Central Intelligence Agency and the World Health Organization had predicted the African AIDS pandemic and 11 years since the pharmaceutical industry had decided not to offer cheaper drugs to developing countries. They knew it was only a few weeks since the Bush administration reluctantly offered a measly $200 million toward a Global AIDS and Health Fund that needs $7-10 billion a year, at least $2-3 billion from the U.S. People in Asia and Africa know that mothers are unwittingly passing STDs to their babies,because "we know" that "pro-choice is not a choice for those living in the developing world depending on US Dollars" or "availability of contraception" is bad for those who are living in the poor countries.
