It's a development issue, some people have too much food, others not enough.  
This lack hampers people from developing and using their own capacities.  It 
reflects either underemployment or unemployment.  Without pay to buy adequate 
 food, health suffers, education suffers, housing suffers.  We have extremely 
unequal distribution of food in this country.
