In 2003, the Office of Vocational and Adult Education (OVAE) of the U.S.
Department of Education will be sponsoring the Adult Education and Literacy
Study (AEL), which will provide the first-ever nationally representative
information on the literacy and numeracy proficiency of participants in
federally-funded adult education programs.  This information will be
gathered from adult learners across the country using assessments and many
adult education programs will be asked to participate.  The AEL Study will
also collect national-level information on adult education program
characteristics.  

In addition to this work and in cooperation with the U.S. Department of
Labor, an international comparative study of the literacy and numeracy
proficiency of the general population of adults will also be undertaken in
2002-2003.  This is in addition to the National Assessment of Adult
Literacy, which will also take place in 2003.

Finally, data collection is now completed on an in-depth study of the skills
of lower literacy learners (Level 1 Study).  This study aims to better
describe the specific reading component skills (such as vocabulary, decoding
skills) which may impact a learner's literacy progress.  Results are
expected in 2003.
