This is what we all struggle with, learners, teachers, and administrators. Each individual learner has different levels and needs, and teachers try to meet some aggregate of those needs as best we/they can. Staff has different needs as well, and administrative support tries to meet those as best we can. Administrators are juggling funding sources, who have agendas and conditions; research agencies, who have requirements; and those needs of staff and students.
