Their partners insist that the cell phone be kept on at all times so that they are reachable at any moment. Adult literacy programs have policies against cell phones being turned on during classes. I am wondering how many students we are losing because although they can attend our classes, they cannot easily attend without the cell phone being turned on. Any thoughts?
