I have found several, but only one that is specific to women literacy literacy learners (the REEP Writing Rubric, put out by the Arlington Education and Employment Program, has a "voice" subscale). I'm a doctoral student at Harvard Graduate School of Education doing research on "voice" and "silence" in women literacy learners.
