Elaine Reardon, Stefanie Schmidt and I completed a study last year for
NCSALL on the employment prospects of former welfare recipients.  We used
NALS literacy levels to predict the availability of jobs and wages for
current welfare recipients in the largest counties across the country.  The
report is available for download in pdf version either at the Milken
Institute web site:
