Another person to contact is Dr. Emily Payne at Southwest Texas State
University.  She was the director for The Teacher Credential Project which
received national recognition.  The plan offers many options for both new
and experienced adult education instructors and was designed using ideas
gleaned from other states' credentialing models---as well as input from many
