I am conducting a study for the state of South Carolina concerning high-risk
adults needing some form of training (basic skills, technical skills, work
ethic) in order to enter or more up in productive careers.

An important aspect of the study is the possibility of using distance
learning to develop the basic skills of such adults.  Do any of you know of
projects which have been successful at doing this?  If so, could you send me
the necessary contact information, or at least some hints as to where I
might find them?  I've found various initiatives which do GED-preparation
over the internet, but not much else.
