Pugsley, Director, DAEL Office of Vocational and Adult Education Editor: Sarah Newcomb Production: Rose Tilghman October 26, 2000 ___________________________________ FY 01 Appropriations Still Under Construction Work goes on concerning education appropriations, with EL/Civics a key issue for adult education. Talks continue between the Administration and Congress on appropriate funding levels and distribution scenarios for EL/Civics. It is unclear whether Labor/HHS/Education appropriations issues can be resolved before November, but they are trying. OVAE Ponders Incentive Grant Requirements OVAE and DOL-ETA are developing requirements for states to receive incentive grants provided under WIA's Section 503. Several states that implemented WIA Title I early can apply for incentive grants if they exceed their expected levels of performance for Title I and Title II this year. Next year performance levels for vocational education also must be exceeded. Guidance for incentive grants is expected to be ready this fall. Stay tuned for details. State Directors, OVAE Meet On NRS Issues State Directors and staff representing eight states met here last week to identify key issues in implementing the NRS as well as proposals to address these challenges. Attending were CA, IN, MD, MA, NY, PA, TX, and VT. Much of the discussion focused on the economic performance measures and how to manage the data for them. OVAE personnel will attend the National Adult Education Professional Development Consortium (NAEPDC) meeting next month in Orlando to provide State Directors with an update on resolving these issues.
