This document was developed through a field-based process utilizing extensive input from adult education instructors, program administrators, and learners from across the country. The competencies are divided into six categories and are linked to performance indicators. The publication outlines why competencies are important and how competencies may be used to improve instruction. The Professional Development 2000 (PRO-NET 2000) contract also will enhance communications and information sharing among adult educators and professional development coordinators across the country to foster quality instruction in all adult education programs. This contract will build on the professional development activities supported by OVAE over the past ten years. AIR has worked closely with OVAE through our Study of ABE/ESL Instructor Training Approaches and the Building Professional Development Partnerships for Adult Educators project. These contracts resulted in a broad range of publications to enhance the quality of instruction in adult education programs including "train-the-trainer" instructional modules, resource guides for adult educators, a mentoring guide, a monograph evaluating professional development approaches, and competencies for adult education instructors. Project activities also included technical assistance to state and local programs, and national and regional conferences to share information and support the implementation of professional development systems. PRO-NET 2000 objectives are to: § Develop adult education staff competencies and assist states in using instructor, management, and professional development coordinator competencies; § Conduct national and regional professional development conferences; § Provide professional development assistance in the area of workplace education programs through professional development modules and a guide describing effective workplace education instruction; and § Provide technical assistance to states in using technology for professional development activities and to disseminate information about effective professional development materials. To achieve these objectives, AIR will engage in several activities that draw upon expertise and experience within the adult education field. PRO-NET 2000 staff will: § Convene two work groups to provide staff with expert guidance - a Professional Development Work Group and a Workplace Education Program Work Group; § Gather input from the field via needs assessments, focus group discussions, and field testing of materials; § Conduct research and literature reviews; § Develop and continually update a web site that includes various outreach features; and § Disseminate professional development products and information via conferences, on-site activities, and technology.
