New DAEL Branch Chief Starts January 16

Dr. A. Carol Rusaw, currently an assistant professor at the University of
Southwestern Louisiana, will become Chief of the Program Services Branch in
the Division of Adult Education and Literacy (DAEL) on January 16. Dr. Rusaw
holds a BA degree and three Master’s Degrees as well as a Doctorate in Adult
and Continuing Education/Human Resources Development from Virginia
Polytechnic Institute.  In addition to publishing articles widely and making
conference presentations, Dr. Rusaw has written two books, one on
organizational change and another, currently in press, on public sector
leadership. Also on January 16, our Acting Branch Chief, Dr. Carroll Towey
will move to the position of Senior Program Advisor to Division Director Ron
Pugsley. Dr. Towey will handle a range of assignments, including working on
State site reviews, audits, Secretary’s Awards and with the outlying areas.
