Appropriations Deal May Be Near

Congress and the Administration are moving toward a budget deal that may be
completed this week. So far, it appears there is agreement on a total of
$108.9 billion for the Labor/HHS/Education Appropriations bill.  What
remains to be determined is how programs will be accommodated within that
total.

Senator Clinton Said to Seek Education Committee

Senator Hillary Clinton (D-NY) is "understood to be interested" in serving
on the Health, Education, Labor and Pensions Committee as well as the
Appropriations Committee, according to The Washington Post. As the Post
points out, Senate committee assignments are based on seniority and new
senators are not customarily appointed to the powerful Appropriations
Committee. Clinton's chances may be better for the authorizing committee.

WY Bill May Move Adult Ed

Wyoming's House Committee on Labor, Health and Social Services approved a
draft bill last week that would consolidate a range of programs-possibly
including adult education-in a new Department of Workforce services. Plans
to reorganize worker education, workforce training and welfare programs
would be developed over the coming months, with the new agency being created
on July 1, 2002. A new agency director would be appointed as early as April
1, 2001. He or she would prepare a reorganization plan for approval by the
Governor and legislators. Other programs to be transferred include
vocational rehabilitation, veterans' employment services, and
school-to-careers. Stay tuned for latest developments.

Rosenberg New TX State Director

Sheila Rosenberg has been tapped as Texas' new State Director, replacing
Deborah Stedman who retired November 30. Rosenberg holds a Doctorate in
Community and Human Resources with a specialization in adult education. She
began teaching in 1968 and has experience at the local, state and national
