Appropriations Deal Boosts Funds for
Adult Education

The final architecture of the Labor/HHS/Education Appropriations bill
targets at total of $560.5M to adult education, 19% over FY 2000 levels. Of
that amount, $540M, nearly all of the $90M increase, will go to state
grants--or 19% over last year's level. Working within the state grant
category, members of the Appropriations Committee nearly tripled FY 2000's
set-aside for EL/Civics that totals $70M for FY 2001. EL/Civics funds will
go to states as follows: 65% to states with the largest numbers of
immigrants; and 35% to states with the largest recent increases in immigrant
population.  However, every state, regardless of its immigrant population,
will receive a minimum of $60,000 in new funding for EL/Civics. The National
Programs account was funded at last year's level of $14M. The National
Institute for Literacy (NIFL) will receive $6.5, for an increase of $.5M

LLA Accredits First Three Programs

Laubach Literacy Action (LLA) just announced accreditation of the first
three programs under its new accreditation system. All in Pennsylvania, they
are:  the Greater Pittsburgh Literacy Council (Pittsburgh); the
Bradford-Wyoming County Literacy Program (Troy); and the Scranton Council
for Literacy Advance (Scranton). LLA's Program Accreditation Service will be
available nationwide starting in January.  The program is based on Laubach's
National Quality Standards for Volunteer Literacy and was developed with
help from 17 pilot programs. The Accreditation Service will offer member
councils a process for conducting an organizational self-assessment,
developing improvement plans and demonstrating that quality standards have

OH's Jones Joins OVAE

Michael Jones, who served in Ohio's Department of Education for almost ten
years, joined OVAE's Division of National Programs December 18.  In Ohio,
Jones supervised adult basic and literacy education programs; developed and
implemented the state's Indicators of Program Quality, Performance and
Accountability; designed evaluation projects; and coordinated ESL programs.
Jones also supervised development, implementation and management of the
state's information management system.  He is multi-lingual and has taught
and counseled at the high school, community college and university levels.

MA Listserve Available

Massachusetts State Director Bob Bickerton has announced that he is
expanding the adult education listserve he is using to serve the field.
Discussions will include the topic of the effect of certification on learner
outcomes and other issues of interest.  To subscribe, contact
