Pugsley, Director, DAEL Office of Vocational and Adult Education Editor: Sarah Newcomb Production: Rose Tilghman March 22, 2001 ___________________________________ Senate Removes Voc Ed from Block Grant Plan Senator William Frist (R-TN) agreed to remove Perkins programs from those slated for a block grant by the Straight A's Act. Susan Collins (R-ME), who cosponsors the Act, made the case to Frist, press reports say. Frist's decision came just before the March 7 subcommittee markup. According to published reports, Collins indicated that Perkins programs do not belong in the package because they include postsecondary programs and articulate with federal workforce development laws. Straight A's and some other amendments are expected to be considered when the BEST Act reauthorizing ESEA goes to the Senate Floor after the April recess. White House Announces Two ED Nominations This month the White House announced that the President will nominate Bill Hansen to fill ED's number two slot, Deputy Secretary of Education, and Gene Hickok to fill the Department's third-ranking post, Under Secretary of Education. Hansen currently heads the Education Finance Council, a group focusing on student loans. He has served at the Department in several capacities under the former Bush administration. Hickok currently serves as Pennsylvania's Secretary of Education. For more see http://www.ed.gov/PressReleases/index.html DAEL Instructions For EL/Civics Set to Go A routine program memorandum reviewing requirements for using EL/Civics funding is expected to go out this week. As State Directors will recall, states receiving EL/Civics funding for the first time need to give us a state plan revision indicating how they will use the funds. States that receive significant increases in EL/Civics funds this year may want to submit a revision if they decide to use the funds in new ways. Putting the "Family" Into Family Literacy Adult learners participating in family literacy programs may be onto something valuable: sharing time with their children to help develop kids' literacy skills. Recent press reports indicate that some parents who may be more affluent could be missing this critical element. Among trendy toys being purchased to help develop smarter kids: LeapPad Traveler is designed to teach geography and numbers to 3-year-olds; Intella-Table, a plastic table with interchangeable rings is designed to help children's counting, music and logic skills; and Language Learner aims to expose pre-schoolers to Spanish and French words.
