What are the "foundation" or basic skills? 2. What is a Workforce Improvement Network? Where did the idea come from? 3. What's the purpose of the network? What are the expected outcomes? How does the system work? How do the systems differ -- and why? 4. What is the source of the money to support WIN and how did you get it? 5. Who are the providers involved in WIN, basic skills providers or private consultants? 6. How does the WIN work with local community and technical colleges? 7. How do you get basic skills providers interested in working with employers? 8. What kinds of support does WIN provide to the basic skills providers? Working with Employers 1. How do providers approach employers? 2. How interested are employers in foundation skills training? 3. Do employers understand "foundation skills"? If not, how do you help them understand what they are? 4. How interested are they in paying for the service? 5. How much time does it take to "nurture" a relationship between the employer and provider? Is it worth it? How do you know? Working with State and Federal Systems 1. Is the WIN system part of the one-stop system? If so, in what ways? If not, why not? 2. How do we currently link with and relate the role of the WIBs and to other WIA initiatives? 3.
