2002 Budget Sustains EL/Civics Formula Funds
The President's just-released FY 2002 budget sustains a $70M amount targeted
to EL/Civics from the State Grant and continues support for the adult
education State Grant program at FY 2001 levels ($540M). The National
Programs budget would move from $14M to $9.5M for FY 2002. Requested
appropriations for the National Institute for Literacy move from $6.5M to
$6.56M for FY 2002. Total amounts available for adult education purposes in
the request equal $556M, down less than one percent from FY 2001 levels.
Assistant Secretary Designate to Visit OVAE
Assistant Secretary Designate Carol D'Amico of Indiana is slated to visit
OVAE during the week of April 16.
Campbell New PIB Acting Branch Chief
Ron Pugsley announced late Friday that Area I Coordinator, Joyce Campbell
will serve as the new acting chief of the Program Improvement Branch (PIB),
effective April 8 for a three-month rotation. She will continue her
responsibilities for Area I. Campbell is a 27-veteran of federal service
with the Department and has served in adult education since 1980. She has
handled ESL issues for DAEL since 1986. Congratulations, Joyce! Thanks also
to Rebecca Moak who served as Acting Branch Chief for a previous 120-day
rotation.
New(er) Data For EL/Civics Allotments
The Immigration and Naturalization Service has provided OVAE with the most
recent data available on where immigrants live. These data are drawn from
questions legal immigrants answer when they enter the US indicating where
they intend to settle. The data are the same type as those used last year to
fund the EL/Civics allotment formulas, but updated to include PY 1999. On
another formula front, the 2000 Census data to update the formula for the
State Grant Program is not expected to be available until 2003. Contact

CA Launches Grant Application Online
The California Department of Education (CDE) and the Outreach and Technical
Assistance Network (OTAN) have teamed up to launch a virtual application
process for federal adult education funds starting this month. The OTAN
staff has a website that allows providers to apply online. See
