Cleveland, Los Angeles, Miami-Dade and Philadelphia, Manpower 
Demonstration Research Corp. finds local social service agencies and 
welfare offices need more information about specific timetables and 
eligibility rules to help welfare families avoid sanctions and access 
benefits. Many food banks, soup kitchens and homeless shelters are at 
capacity and uncertain how they will meet increased demand due to 
sanctions and time limits put in place by welfare reform.

UNEMPLOYMENT INSURANCE AND UNEMPLOYMENT ASSISTANCE: A COMPARISON - 
UI and UA have primary objectives that are fundamentally different.

persons as a matter of right while UA is paid to only to families 
with unemployment whose income and assets fall below designated 
thresholds. An Urban Institute paper compares the two as alternative 
ways to protect workers against the effects of unemployment.

Employment and Asset Growth  - Despite the many potential advantages 
of this employment and savings incentive program for low-income

is currently underutilized says a report from The Center on Budget 
and Policy Priorities that offers suggestions for overcoming 
perceived or actual barriers to implementation or expansion of the 
program.
