This reply was given by Bill Keely of Westinghouse: You might want to obtain the Instructor Development Needs Analysis (IDNA) tool, which is available at no cost from the Carlsbad Field Office (CBFO) of the U.S. Department of Energy. IDNA is designed to systematically identify development needs of teachers. It has a survey containing over 100 instructor core competencies.
