S1 Could Boost CTCs

The Senate amended S 1 on May 9 to authorize a $100 million 
competitive grant program to create or expand 1,000 Community 
Technology Centers in poor rural and urban districts. The vote on the 
Mikulski-Kennedy amendment was 50-49.

Six Early Implementers Eligible for Incentives

for application requirements for PY 1999-2000 WIA incentive grants 
for six states that qualify: IN, FL, KY, TX, UT and VT. These 
early-implementing states negotiated and reached agreement on key 
components of WIA Title I by October 1, 1999, including negotiation 
of levels on 12 performance measures. States also exceeded negotiated 
performance levels on average for WIA Title I and Title II that year. 
Eligible states still must give the Departments of Labor and 
Education a brief application for funds, indicating how funds will be 
used for innovative programs that follow the requirements of WIA 
Title I, WIA Title II and/or Perkins Vocational and Technical 
Education programs. The application submitted by the Governor, should 
be developed cooperatively and must be approved State agencies 
receiving adult education and vocational education funds. Next year, 
incentive grants will be open to all states that submit their annual 
reports on time and have exceeded performance levels on average for 
WIA Title I, WIA Title II and Perkins III.

MD Lawmakers Set Up Adult Ed Task Force

The Maryland legislature recently approved a law creating a task 
force to study Maryland's adult education system. The task force will 
look at the need for adult education services; the impact of adult 
education on workforce and economic development; and the funding 
process as well as levels of state funding for adult education. The 
legislation was supported by the Maryland State Department of 
Education (MSDE). An MSDE survey of other states' commitment to adult 
education revealed that, of East coast states from Maine to Florida, 
only Rhode Island and New Hampshire provide lower state 
appropriations for adult education than does Maryland. Contact

Adults' Brains Still Grow When Learning

Contrary to what scientists used to think, adults' brains are 
constantly changing, according to recent brain research summarized by 
the Washington Post. Work by Lawrence Katz of Duke University Medical 
Center and others demonstrates that adults' brain activity boosts 
neurotrophin production. Neurotrophins help "recruit" cells into the 
parts of the brain that are active and sprout new nerve endings to 
connect them. Brain sites adults use in learning expand and do more 
and do it faster than brains that are not learning. The research 
review also offers additional evidence for the effectiveness of 
learning in context rather than in the abstract. See
