Campoverde to Head Legislative Affairs

President Bush announced May 29 he will nominate Rebecca O. Campoverde to be
the Department's Assistant Secretary of Education for Legislation and
Congressional Affairs. Campoverde is currently the Deputy Chief of Staff for
the House Committee on Education and the Workforce. She served at the U.S.
Department of Education from 1986 to 1993 in several positions including
Deputy Chief of Staff to the Secretary, Deputy Assistant Secretary for
Legislation and Congressional Affairs, and Director of the Executive

Work Group Meets on ALL and AEL

OVAE contractors Educational Testing Service and Westat met with a work
group of State Directors and others early this week to get field input for
the Adult Literacy and Lifeskills (ALL) and the Adult Education and Literacy
(AEL) studies. Participating States included CA, FL, NY, NC and TX. Peter
Waite represented the volunteer community. The group reviewed and commented
on sampling procedures, component skills, and prose and document literacy
items, as well as on the approach to the AEL pilot test scheduled for fall
2002. The same group is working on both studies as a cost-saving approach to
gathering field input for both projects. The states represented in the work
group are likely to be those studied in depth as a part of AEL research.

One-Stop Cost Allocation Final

DOL's final guidance on how to share One-Stop costs appeared in the Federal
Register last week. The guidance discusses two different concepts: cost
allocation and resource sharing. It provides state directors and program
operators, among others, with ways partner programs can pay for their "fair
share" of common One-Stop costs. See

Cities Compete for Immigrants

A new article by lawyer Gary Edelman says cities that have lost population
are actively seeking new immigrants to fill in, and that immigration is
moving from a regional to a national issue. Edelman notes four of
Pittsburgh's local groups tied down nearly $800,000 in foundation grants to
entice new immigrants and educate the community on the benefits of
diversity. Philadelphia is slated to create an Office of New Philadelphians
that mirrors similar efforts in Boston and New York. Philadelphia also
promotes itself at US consulates abroad and is pumping up the numbers of
airport gates for international flights. According to Edelman, Louisville
has a new Office of International and Cultural Affairs. Albuquerque
representatives have declared their city "immigrant friendly" and pumped
$50K into a resource service to help them get settled. Iowa also is looking
for immigrants to reverse its population decline, says Edelman. See
