Dear Colleagues:

Considerable efforts and resources have been devoted to provide equal
educational opportunities to all. Having equal educational opportunities

now means more than just having access to schools, teachers, and
textbooks. It also means that individuals have the intellectual and
cognitive skills needed to learn. Many individuals lack equal
opportunity because they have not developed the essential cognitive
skills to succeed in a learning environment. As educators we need to be
vigilent about the "cognitive divide" being created by the
knowledge-based economy. Many learners lack the necessary "cognitive
literacy" skills to fully benefit form the new economy.

UNEVOC-Canada, the Canadian Centre for UNESCO's International Project on

Technical and Vocational Education will host an international conference

and workshops dealing innovative approaches, strategies and best
practices for teaching learning how to learn skills. This conference and

training workshops entitled Unlocking Human Potential for Learning is to

be held from August 19 to 25, 2001 in Winnipeg, Manitoba, Canada.  The
conference will focus on the following major themes:

· Enhancing learning skills of special needs and gifted learners of
diverse cultures
· Developing critical skills for lifelong learning
· Improving learning effectiveness and efficiency in vocational
education and workplace training

We believe that this conference will have long lasting impacts in the
field of education and training and will leave
behind a strong foundation for establishing a culture of lifelong
learning. Information about the conference including, keynote speakers,
presenters, abstracts of papers, registration and accommodations, can be
