WASHINGTON WORKFIRST FAMILIES SEE LITTLE WAGE GROWTH - While 
Washington State's WorkFirst program relies on a philosophy that 
welfare recipients' best chance of moving  up the wage ladder is to 
get job experience, a new state report found that Workfirst 
participants had much less wage growth than similar low-paid workers 
in the retail, service and health-care industries.  55% of those who 
left welfare in 1997 were still living below poverty at the end of 
2000.
