ESL Holds
Narrow Lead
In '00 Enrollments

ESL participants maintained a narrow lead in 2000 enrollments, 
accounting for 38% of adult education participants nationwide, down 
from nearly half in 1999. ESL was followed closely by ABE at 37%. ASE 
finished third at 25%. National adult education enrollments totaled 
2.9 M in 2000, down from 3.6 M in 1999. As was true last year, many 
adult education program participants are Hispanic, but down from 41% 
to just 36% of total enrollees. It remains to be seen whether there 
actually was a significant drop in ESL participants or whether, as 
state quality controls eliminated double counting, the drop was an 
artifact. Stay tuned for further details.

NM Gets In-Service
Training--from AR

New Mexico sought help from a similar state when technical assistance 
was needed on implementing the National Reporting System (NRS). New 
Mexico contacted the National Adult Education Professional 
Development Consortium (NAEPDC) which sent out a request for help to 
other states. Arkansas' Department of Workforce 
Education--responsible for adult education--came to the rescue. That 
state granted a skilled Arkansas professional release time to go to 
New Mexico to conduct in--service training for instructors and 
program directors on the NRS. In return, New Mexico paid the

Young Wins
NAASLN Award

OVAE's expert on disabilities, Glenn Young has been nominated as one 
of three recipients slated to receive the Distinguished Service Award 
from the National Association of Adults with Special Learning Needs 
(NAASLN). The award marks Young's "significant contributions to 
resolving the challenges faced by adults with special learning 
needs." Young receive the award at NAASLN's national meeting in 
Milwaukee this fall. Congratulate Glenn at glenn.young@ed.gov

HI Moving On...
WY Moving In

Hawaii State Director Art Kaneshiro has moved on for personal 
reasons. No replacement has yet been selected. Stay tuned--or maybe 
file your application to work Hawaii. Meanwhile Karen Milmont, former 
Wyoming State Director, returns as State Director following the 
departure of Diana Stithem.
