    We are pleased to share the following News Release issued yesterday =
to=20
    announce the launching of The Council for Advancement of Adult =
Literacy. CAAL=20
    is just starting up and finding its way, but we hope in time to have =

    something substantive to offer and to become a valuable friend to =
the adult=20
    literacy cause. We're just gearing up for operations and can't yet =
handle a=20
    large volume of telephone calls or e-mail inquiries. So we would =
suggest=20
    that you wait for our next press release containing more substantive =

    information before contacting us. If you must communicate now, =
please write=20
    to the address given below. =20

    NATIONAL COUNCIL FOR ADVANCING ADULT LITERACY LAUNCHED=20
   =20
    June 5, 2001 - New York, NY - The Council for Advancement of Adult =
Literacy=20
    (CAAL) today announced its formation as an independent new national =
voice for=20
    adult literacy in the U.S.=20
   =20
    "Solid literacy skills, which millions of adult Americans lack, are =
essential=20
    for the well-being of the nation and for the effective participation =
of=20
    individuals in our democracy, in the workplace, and in community and =
family=20
    life," stresses Gail Spangenberg, CAAL's president and founder. "We =
look=20
    forward to working with others both in and out of government =
dedicated to the=20
    cause of moving adult literacy from 'the margins to the mainstream' =
of=20
    American education."=20
   =20
    Spangenberg, former head of the Business Council for Effective =
Literacy,=20
    recently completed a year-long project to assess the status and =
lingering=20
    problems of adult literacy. With grants from The Carnegie =
Corporation and=20
    The Ford Foundation, she also explored the feasibility of creating =
an=20
    independent blue-ribbon national commission on adult literacy, =
developing a=20
    research agenda and slate of commissioners for it. CAAL is the =
outcome of=20
    that work and will build on its foundation. =20
   =20
    Start-up funding for CAAL has been provided by Harold W. McGraw, Jr. =
 CAAL's=20
    offices will be located at the McGraw-Hill headquarters building, at =
least=20
    temporarily. The public charity, which expects to achieve 501(c)(3) =
status=20
    soon, will conduct studies, analyses, and special projects, =
disseminate=20
    information, and undertake other activities to promote effective =
policy=20
    development and program improvement in adult basic skills and =
literacy.  It=20
    will work for better understanding of and communication about adult =
literacy=20
    as an essential component of the adult education and literacy =
system.  =20
   =20
    CAAL will start with a period of intensive board and fund =
development,=20
    gradually turning its attention to strategic topics and needs at the =

    national, state, and local levels. It will draw on advice from a =
team of=20
    about two dozen professional advisors, many of whom were involved in =
the=20
    explorations leading to CAAL's formation and who will continue on in =
this=20
    role.=20
   =20
    The CAAL Board of Directors will consist of influential leaders from =
the=20
    public and private sectors. Its initial Board includes former U.S.=20
    Commissioner of Education Harold Howe II, human resource development =

    specialist Forrest Chisman (former president of the Southport =
Institute for=20
    Policy Analysis), international researcher Thomas Sticht, policy =
analyst=20
    Garrett Murphy, and Ms. Spangenberg.=20
