IMPROVING FAMILY LEAVE OPTIONS FOR LOW-WAGE FAMILIES -  25 states are 
actively considering income support proposals from building on 
existing disability insurance programs to expanding unemployment 
insurance systems, reports National Partnership for Women and 
Families.

REAUTHORIZATION ROUNDUP: TANF Reauthorization Act of 2001  - 
American Public Human Services Association reports H.R. 3113, 
introduced Oct 12 by Rep. Patsy Mink (D-Hawaii) with 30 Democratic 
cosponsors, proposes replacing the out-of-wedlock bonus with a bonus 
to reward states that reduce child poverty, and changing the high 
performance bonus criteria to measures based on employment placement, 
success in removing barriers to self- sufficiency, and the provision 
of work supports. It also adds activities that count toward work; 
modifies the contingency fund; mandates assessments upon request; 
eliminates sanctions against teenage parents not attending high 
school; increases exceptions to the federal time limit; mandates the 
notification of recipient rights; eliminates special rules for aliens 
and bans full family sanctions and application diversion practices. 
Several provisions would have a dramatic impact on the child support 
program.

PENNSYLVANIA JOB RETENTION STUDY: Experience with Performance Goals - 
A new publication from Mathematica Policy Research, Inc., highlights 
operational lessons from Community Solutions, a PA initiative to 
provide job placement and employment retention services to TANF 
participants.  The state sought out diverse contractors that could 
provide pre-and postemployment services. Contractors were paid based 
on the number of participants who achieved specific employment goals.

WHAT WE KNOW ABOUT WELFARE REFORM IN CALIFORNIA -  The number of 
families on welfare in California has declined much faster than the 
poverty rate and those who leave welfare work at low wages. 
California spends available Federal and State Funds for CalWORKs.

spending of state and federal welfare funds in a fact sheet prepared
