The Institute’s primary projects were begun years ago in response to the challenges and opportunities of the time. These included the need to increase accountability in the adult education system and the possibilities afforded by the Internet to provide resources to practitioners and strengthen links loosely connected service providers.

More recently, demographic, economic, and policy changes have highlighted the need for the Institute to begin planning new program activities in response to several significant emerging issues, including adult immigrants’ acquisition of English language literacy skills. The Institute has begun a comprehensive planning process that will gather information on this issue and identify possibilities for the Institute’s involvement. Senior Project Officer
Workforce and Basic Skills Development

The Institute is authorized by the Adult Education and Family Literacy Act (AEFLA) to provide “national leadership on literacy, coordinat[e] literacy services and policy, and serv[e] as a national resource for adult literacy and basic education programs.” The Institute is now planning new lines of work in a variety of areas, including English language skill acquisition and workforce/workplace literacy and basic skills development. The Institute seeks to play a more active role in federal services that promote adults' acquisition of literacy skills associated with work, especially by planning joint activities with the Department of Labor. In particular, the Institute seeks to become involved in this issue across all systems that serve adults seeking to improve their skills, including the public workforce investment system, community colleges, community-based programs, and the publicly funded adult education system.

Senior Project Officer
Early Childhood Literacy

The Institute is seeking an expert in early childhood literacy to plan and manage the Institute’s work on early childhood literacy. In particular, this staff member will be responsible for providing expert analysis and interpretation of scientifically based reading research for parents, center-based providers, family care providers, and the informal care network regarding the development of early literacy skills. The Institute has been sponsoring the National Early Literacy Panel, a group of experts who are synthesizing the literature on young children’s acquisition of literacy skills. The Panel’s report is expected to be completed during Fall 2005. Human Resources Officer

The Institute has begun a sustained effort to strengthen its organizational structure and improve its management practices. At the same time, the Institute is aligning its human capital strategy with mission goals and striving to create an organizational culture that emphasizes results. As part of this effort, the Institute is launching an aggressive effort to attract the best and the brightest professionals to its staff. These new staff will be responsible for planning and implementing several new initiatives. The Institute recognizes this expansion of staffing and programming will be accompanied by significant culture change that will include a planned movement toward creating a learning culture that provides opportunities for continuous professional development. Budget Analyst

The Budget Analyst is a senior member of the Institute’s operations staff. S/he is responsible for all aspects of the budget formulation and execution processes, and related functions. S/he also supervises staff responsible for financial management activities such as the payment of invoices and travel reimbursements. The Budget Analyst provides authoritative advice on the Federal budget process to the Institute’s Director and other senior officials. Policy Analyst

After a hiatus of several years, the Institute will resume its policy analysis work under the leadership of a new Policy Analyst. The primary emphasis will be descriptive research that explores how federal, state, and local entities are developing policies that promote research-based practices in adult literacy, accountability for results, professional development to strengthen teaching and learning for adults, and effective cross-agency and community collaboration.
