This is a Federal Excepted Service, Non-Bargaining Unit Position. Salary will be based upon experience. No relocation expenses.

DUTIES AND RESPONSIBILITIES

  • Serves as nationally recognized expert in workforce literacy and basic skills development and provides information and expert analysis to the Director on those areas.


  • Facilitates the development of an interagency agenda to promote and improve the effectiveness of literacy instruction in workforce development programs, and other federal systems. Builds partnerships and collaborates with interagency colleagues to ensure maximum interagency benefit from the Institute's investment in this area.


  • Develops and administers grants and contracts required to support assigned program areas and reviews contractor's performance of those tasks.


  • Builds relationships with and assures the active involvement of experts and organizations that have the knowledge and experience to advance the field of early childhood literacy and help the Institute achieve its goals and objectives.

QUALIFICATIONS

Education:
An advanced degree is required. An earned doctorate is highly desirable.

The following are REQUIRED qualifications:
SKILLS AND KNOWLEDGE:

  • Demonstrated skill in project management, including planning and implementing projects, writing business cases, developing outcome measures, and collecting data.


  • Demonstrated skill in building partnerships and collaborative working relationships with government and non-government colleagues to ensure maximum benefit to the Institute and maximum impact of its projects.


  • Develops and administers grants and contracts required to support assigned program areas and reviews contractors' performance of those tasks.


  • Comprehensive knowledge of adult literacy and basic skills service delivery systems, including adult literacy, the public workforce investment system, and other Department of Labor programs, and workplace literacy program models.


  • Mastery of literacy and reading development theories, principles, and practices sufficient to assure that Institute projects concerning workforce literacy and basic skills make valuable contributions to the government's involvement in promoting and improving services.


  • Knowledge of research methodology sufficient to represent the Institute in meetings of researchers; review and comment on the methodologies and findings of research studies and reports; and develop and implement projects such that they meet rigorous standards for quality.
