This is a Federal Excepted Service Position. Salary will be based on background and experience.
DUTIES AND RESPONSIBILITIES
- Establishing human resources objectives that are aligned with organizational objectives
- Implementing approved human resources strategies to achieve HR objectives
- Managing human resources operations concerning recruitment, selection, orientation, training, and counseling staff; succession planning; designing systems to improve HR functions
- Developing a comprehensive cross-training program to implement the concept of operations described in the Institute's Human Capital Resources Management Strategy
QUALIFICATIONS
Education:
A bachelor's degree is required.
The following are REQUIRED qualifications:
SKILLS AND KNOWLEDGE:
- Comprehensive knowledge of Human Resources principles and practices.
- Ability to analyze complex agency programs and operations and develop new or substantially modified strategic human resources management approaches as necessary.
- Ability to use organizational skills; communicate orally and in writing; manage interpersonal relationships; and solve problems.
- Familiarity with Federal legal and regulatory practices, principles and techniques in human resources management functions in order to independently provide high level technical, advisory and consultative services.
