This is a Federal Excepted Service Position. Salary will be based on background and experience.
DUTIES AND RESPONSIBILITIES
- Supervises staff responsible for financial management activities
- Provides expert advice and recommendations for budgetary actions to the Institute's Director and senior project personnel, including any actions or processes necessary to ensure agency financial accountability.
- Provides timely, complete, and accurate reports on project budgets to Institute's Director and senior project staff on a quarterly basis
- Develops cost-benefit analyses of proposed budgetary and program actions and advises senior agency officials and program officers of most advantageous course of action.
- Serves as liaison to senior budget officials in each of the Interagency Group's member agencies and to the Office of Management and Budget and may present the Institute's budget to senior Administration officials, including Office of Management and Budget officials.
QUALIFICATIONS
Education:
A bachelor's degree is required. An advanced degree and professional certification are desirable.
The following are REQUIRED qualifications:
SKILLS AND KNOWLEDGE:
- Expert knowledge of the Federal budget process and associated policies, directives, procedures and regulations, to develop and provide authoritative advice and interpretations of legislation and policies and precedents.
- Skill in the identification, analysis, and resolution of a range of budgetary problems sufficient to develop alternative solutions involving the resolution of conflicting goals and objectives.
- Knowledge of accounting systems, especially Federal accounting systems, in order to locate and analyze and prepare reports for substantive programs.
- Familiarity with literacy service delivery systems for all ages, including adult literacy, the public workforce system and Department of Labor program, workplace literacy, and family literacy program models, sufficient to understand and evaluate services provided by states, local education agencies, programs, and other organizations;
- Ability to use organizational skills; communicate orally and in writing; manage interpersonal relationships; and solve problems.
