This is a Federal Excepted Service, Non-Bargaining Unit Position. Salary Range: $65,000 - $80,000 and will be based on background and experience. No relocation expenses.
DUTIES AND RESPONSIBILITIES
- Serves as a nationally recognized expert in adult education and basic skills policy and provides information and expert analysis on relevant policy issues to the Director.
- Provides authoritative advice and information in the development and implementation of the Institute's work plan on policy analysis, strengthening the Institute's investment in this area to meets overall Institute objectives and addresses Interagency partners' needs and concerns.
- Tracks research and policy related to relevant topics in adult education and basic skills policy, such as immigration, professional development and instructor certification; data collection and accountability.
- Synthesizes available relevant research and quantitative data, conducts quantitative and other analyses of adult education policies, and assesses research on the effectiveness of various policies.
- Drafts policy briefs on selected topics.
- Establishes and maintains cooperative working relationship and effective coordination with counterparts in other federal agencies, especially agencies that are members of the Institute's Interagency Group.
QUALIFICATIONS
Education:
An advanced degree is required. An earned doctorate is highly desirable.
The following are REQUIRED qualifications:
SKILLS AND KNOWLEDGE:
- Demonstrated skill in building partnerships and collaborative working relationships with government and non-government colleagues to ensure maximum benefit to the Institute and maximum impact of its projects.
- Mastery of quantitative and qualitative policy analysis methodology sufficient to: (1) contribute to the development of the Institute's policy papers such that they meet rigorous standards for quality; and (2) participate in highest-level government-wide meetings, task forces, and committees with nationally recognized researchers and policy experts.
- Proven ability to communicate orally and in writing at levels required for a national audience.
- Familiarity with literacy and reading theories, principles, and practices sufficient to: (1) establish a role for the Institute as a catalyst for change in adult literacy and basic skills practice and policy by integrating state-of-the art knowledge, research findings, and information into the Institute's work; (2) assure that Institute policy projects make valuable contributions to the government's involvement in promoting and improving literacy and basic skills services.
