This is a Federal Excepted Service, Non-Bargaining Unit Position. Salary Range: $75,000-$90,000 and will be based on background and experience. No relocation expenses.
DUTIES AND RESPONSIBILITIES
- Manages the expert analysis and interpretation of scientifically based reading research for the Institute's target audiences, including parents, center-based providers, family care providers, adult literacy providers, and others providing literacy services.
- Provides leadership and works collaboratively with assigned Institute officials to develop appropriate outcome measures, for program management and public reporting, that document effectiveness and impact of Institute's work in learning disabilities, and pre-school, adolescent and adult literacy development. Plans and oversees systematic collection of data required to document progress toward/accomplishment of program and agency goals.
- Provides leadership for Institute's participation in national, state, and local meetings, seminars, and conferences that provide information and training to professionals who plan and/or provide literacy services.
- Provides direction to contractors preparing articles, reports, text for web pages, speeches, talking points, and similar documents that develop, interpret, and disseminate critical data and information concerning assigned areas of responsibility for a variety of audiences. Ensures these products meet Institute-wide quality assurance standards and, as applicable, other recognized standards for such products, including peer review and other recognized standards for such products, as applicable.
- Provides substantial input into the development and management of electronic resources for assigned areas of responsibility, including working cooperatively with senior staff assigned to manage the reorganization of the Institute's online library of resources according to rigorous standards for information and providing close oversight of the Institute's online discussion list.
- Provides substantive input into the development of dissemination plans for assigned areas of responsibility and works collaboratively with assigned Institute officials responsible for communications and external relations to ensure information and materials in assigned areas of responsibility are widely disseminated.
- Builds partnerships and collaborates with interagency colleagues to ensure maximum interagency benefit from the Institute's dissemination of research findings on early childhood literacy and to promote productive collaborations that prevent duplication of services among federal offices with responsibility for literacy programs and policy.
- Builds relationships with and assures the active involvement of experts and education organizations that have the knowledge and experience to advance the field of assigned areas of responsibility and help the Institute achieve its goals and objectives.
- Serves as Contract's Officer's Representative on assigned contracts and provides oversight for administration of grants and contracts required to support program areas.
QUALIFICATIONS
Education:
An advanced degree is required. An earned doctorate is highly desirable.
The following are REQUIRED qualifications:
SKILLS AND KNOWLEDGE:
- Mastery of federal budgeting and project management sufficient to (1) make recommendations to management concerning priorities for Institute operations and activities in early literacy, K-12 reading and literacy, and adult literacy to meet agency and government objectives, policies, and overall goals; (2) make informed recommendations to management about the continuation, modification, or termination of specific programs based on thorough knowledge of the consequences and alternatives; (3) make recommendations to management concerning ways of meeting government standards for accountability for the Institute's early literacy, K-12 reading and literacy, and adult literacy projects; and (4) make recommendations to management concerning the alignment of budgetary resources for projects in early literacy, K-12 reading, and adult literacy with agency program and policy priorities.
- Comprehensive knowledge of literacy and related education theories, principles, and practices sufficient to make informed recommendations to management concerning (1) the Institute's role as a catalyst for change in literacy practice and policy across the lifespan; (2) ways of conceptualizing and implementing Institute projects and activities in early literacy, K-12 reading and literacy, and adult literacy so that they make exceptional contributions to the field of adult literacy; and (3) relationships with the Departments of Education, Labor, and Health and Human Services such that the Institute may help inform their literacy policies, priorities and activities in early literacy, K-12 reading and literacy, and adult literacy.
- Comprehensive knowledge of procurement processes sufficient to draft or provide guidance on the drafting of documents related to the procurement of products and/or services required for the Institute's involvement in early literacy, K-12 reading and literacy, and adult reading and learning disabilities.
- Comprehensive knowledge of research methodology sufficient to oversee the development and management of projects in areas of supervision, including early literacy, K-12 reading and literacy, and adult reading and learning disabilities, such that the projects meet rigorous standards for quality.
- Ability to plan, organize, and direct project teams or other groups in accomplishing or producing projects and studies and to negotiate effectively with management to accept and implement findings or recommendations.
- Ability to use organizational skills; communicate orally and in writing; manage interpersonal relationships; and solve problems.
