Area of Consideration: All Qualified Persons
This is a Federal Excepted Service, Non-Bargaining Unit Position. Salary Range: $75,000-$90,000 and will be based on background and experience. No relocation expenses.
DUTIES AND RESPONSIBILITIES
- Serves as an expert and authoritative advisor to the Director and Deputy Director on information dissemination strategies to maximize public awareness of products and activities of the Institute.
- Facilitates the development and oversees the implementation of the Institute's communication activities, using all available communications channels, including electronic, print, and news media outlets to raise the awareness of the public about the state of literacy in the United States and effective strategies to increase the literacy skills of all Americans.
- Manages the development and production of all Institute publications, including newsletters, brochures, and reports.
- Supervises all components of the Institute's electronic dissemination activities, including re-conceptualization of the Literacy Information and Communications System and the Institute's homepage, to ensure the Institute is fulfilling its legislative mandate and is meeting the emerging needs of its target audience.
- Supervision of assigned professional and administrative support staff.
- Establishes and maintains effective working relationships with officials of other literacy-related organizations, members of the media, and other groups interested in the Institute's programs and activities
- Serves as Contract's Officer's Representative on assigned contracts and provides oversight for administration of grants and contracts required to support assigned program areas.
QUALIFICATIONS
Education:
An advanced degree is required. An earned doctorate is highly desirable.
The following are REQUIRED qualifications:
SKILLS AND KNOWLEDGE:
- Mastery of principles of public awareness, communications, and related areas.
- Proven ability to communicate orally and in writing at levels required for a variety of audiences, including national policymakers, researchers, and senior officials of national education organizations.
- Demonstrated ability to conceptualize and carry out major/national communications initiatives.
- Familiarity with literacy and reading theories, principles, and practices sufficient to: (1) support the Institute's role of catalyst for change in literacy and basic skills practice and policy by integrating state-of-the art knowledge, research findings, and information into the Institute's work; (2) assure that Institute's projects make valuable contributions to the government's involvement in improving literacy and basic skills services through an effective dissemination program; (3) inform literacy and basic skills policies, priorities, and activities at the Departments of Labor, Education, and Health and Human Services; and (4) facilitate the development of an coordinated interagency dissemination agenda on literacy and basic skills policies.
- Proven ability to effectively manage and evaluate performance of professional and administrative support staff.
- Proven ability to use organizational skills; manage interpersonal relationships; and solve problems.
