Preliminary results in the ABE research suggests that ABE beginning readers may benefit from fluency instruction, but that more advanced ABE readers may not. Results for children, however, are somewhat different.

Idea
Most ABE learners receiving reading instruction could be classified as poor readers. Fluency instruction may be especially effective for improving poor readers reading achievement, regardless of their reading grade level.
