In Michigan, all adult educators are part of the K-12 system and must be certified in a related subject area. However teachers may get an ESL endorsement attached to their certification if they take an additional 18 hours of ceredit in the ESL field, and pass a test.

Currently, an endorsement is not required in order to be hired as an ESL teacher.

We don't have any such certification in NC either, as far as I know. I've heard whispers that the state administrators are looking into certification for Adult Educators though. I don't know where that discussion stands though.

We do not have such in Vermont, but are having discussions around the 'certification' issue. I will be happy to share as we move forward from discussion.
