A second discussion has just been posted to the ALE Wiki Assessment Area

Click on Discussions and look for "Over What Period of Time Should We
Measure Gains?"
This discussion took place in October on the NLA Discussion List - and I
also sent the discussion to you all as an attachment - a quite lengthy
document.
I hope that you find this resource helpful and useful as well.
I would really like to revive that discussion here - many interesting
questions and points were raised.
