I agree. I work at an online High School/GED site. The initial purchase of many of our programs is high, but once you have purchased the web based program itself, it is either unlimited seating or possibly we may need to purchase a number of seats for students-just like a school would but bools per student. They are typically not that much after the initial program purchase. I can't imagine that anyone would expect a tester to pay $500 to test. Not sure where that figure came from.
As to testing online-as I said earlier it is a much more accountable and measurable way to test. I am sure they would be timmed and the "human error" factor would be somewhat eliminated. I just feel that to prepare students for either the work world or for post secondary education, computer literacy and comfort is something we should be addressing already.
