Hello Joanna,
The Illinois Board of Education has produced a document called "Involving
Immigrant and Refugee Parents in their Children's Schools".

It can be downloaded at
http://www.isbe.state.il.us/bilingual/pdfs/involving_families.pdf#search='Il
linois%20Board%20of%20Education%20Barriers%20to%20Parent%20Involvement'

There is a section that discusses some of the barriers to school involvement.

Best,
Alecia
