There are 2 resources that may help.

1.  "Workplace ESL A simple Guide to Planning and Implementation" by
Joan E. Friedenberg, Ph.D. is through Delta Publishing Co and I found
Chapter 2 on the benefits of a ESL program helpful.

2.  Online - The Center for Literacy Studies at the Univ. of Tenn.  has
a manual for supervisors and instructors for workplace ESOL - another
great product which you can download.

I found these very helpful when trying to do just the same thing as your
daughter with a local company.  Unfortunately - due to funding they had
to cancel.
