I've forwarded your question to The Change Agent editor, who can give you a more in-depth answer, but I'd answer your question by saying that the paper is written for a very broad audience, including instructors (for whom there are lesson ideas) and the full range of students (ESL, ABE, and GED). The new editor, Cynthia Peters, has brought renewed attention to including more student writers and illustrators, and to including more graphic tools (cartoons, illustrations, charts, etc.) that help students engage in discussion and access text. You can see sample pages (sample issues, even!) by going to http://www.nelrc.org/changeagent/ where you can click on "Back Issues" to find the back issues, or click on "In the Classroom" to see supplementary activities that aren't in the paper.

The upcoming issue on "Democracy in Action" is extremely thought-provoking!
