A number of literacy practitioners view literacy as a form of community
development, and , as such, see literacy as a means of/vehicle towards
access to information, action and learning and the whole enterprise,
overall, as one focused on reducing isolation.

I would think it would also be looked at in its effect on the community.
More literacy among the citizenry means better education and ability to
participate in and maintain the democracy and ultimately improve the
community.
