and, can smaller names in literacy - practitioners, participants and other thinkers, come together in an independent forum? Fundraising and sponsorship would be a challenge, but it would be useful to consider these elements outside of any particular agency/entity's realm of influence, and to really try to bring both fresh thinking to the topic as well as voices of experience in the areas of research and practice.
