Dr. Amy,
This is perfect! I was looking for a way to develop a standards
reading portfolio for High School low readers. Low in my setting means that
a 6 or more year spread between the student's reading ability level and his
or her academic grade exists. I wanted to use adult-level curriculum
standards because I strongly believe that my pedagogy ought to look a lot
more like Andragogy...and standards like found in something like the EFF
will give me a better starting point for designing instruction.

Bryan (and others), you might want to check out the Performance Continuum
for the Equipped for the Future (EFF) Content Standard Read With
Understanding. Go to http://eff.cls.utk.edu/assessment/arc_library.htm and
click on "Read With Understanding Performance Continuum". The continuum
provides empirically-based descriptions of exit-performance for 6 levels,
which are connected to the NRS levels. EFF has also partnered with the
Oklahoma State Department of Education to develop a Curriculum Framework for
the standard. This offers much more explicit guidance for teachers/tutors
about the content of reading instruction at different levels, including the
very beginning levels, which you asked about. I know we'll be introducing
the Curriculum Framework at the December conference in New Jersey, but if
you want more information, feel free to contact Diane Gardner
(dgardner at utk.edu) at the Center for Literacy Studies at the University of
Tennessee.
