I've found the True Stories in the News (Longman) series to be very effective. The lowest levels are picture-based, and the stories consistently engage my students. While the series is designed for ESOL learners, it promotes all the basic critical reading skills and includes opportunities for simple writing tasks. Most of the ESOL students at our facility are Hispanic; many have learned to speak English "on the street," but they have not developed literacy skills. This makes them very different from the typical ESOL student. I also use Sam and Pat, a very low level, phonics-based series recently published by Thomson Heinle. It was developed by a program in Boston and for a long time was distributed in photocopied form to various ESOL programs in Massachusetts. Hope this helps. Iris L.
