Diane, Have you tried working with Advocacy Inc.? The attorneys I have met seem to be very savvy about the rights of kids. I actually have paperwork from them describing the rights of kids and the laws that protect those rights. There have been some major changes in IDEA that you should become familiar with. Wrightslaw.com is also a good source of information.
