I was also told that the college were teach a Pre-GED class has the same stipulation. I was under the impression, perhaps in my own little mind, that this question had been raised in court cases involving the ADA and that court rulings had established that such a stipulation was not valid because a learning disability is a permanent disability that is present throughout an individual's entire lifetime, and, therefore, once is has been professionally diagnosed, there is no need to continually redocument its existence.
