If there is an issue of all persons with disabilities being discriminated in some fashion by the financial aid issue . then there is an issue However, the group of people you're discussing are not identified even as persons with disabilities and therefore can not approach the issue from that fashion . unless there is a clear impact of the failure to identify the disability as within the welfare populations --- however .. the issues in welfare policies were and are far more draconian then the issues of college . and there was specific mandates in the welfare laws for welfare persons to be evaluated for barriers to employment . there is no such mandated in the Higher education act .. for colleges to evaluate students for barriers to success in college . and there are also other civil rights issues concerning asking colleges to screen all incoming students for LD . which I won't go into . Also . lots of people go to college and fail and acquire the debt associated with that failure . and they fail for a host of reasons, not just disability .. Now it you frame the discussion differently .. Into a more global major concern . Saying that the existing AHEAD guidelines on who can be or are being classified as persons with LD in higher education is obsolete and discriminatory . or if you say that with the changes to IDEA has created public policy that causes most persons with LD trying to entering college do not have the documentation needed to maintain their status as a person with disabilities, (and can't afford to get the documentation on their own) . or if you say that schools in general are greatly failing to properly identify those with disabilities and are not providing the "appropriate education" that the student is entitled to under FAPE . then you have an issue that involve civil right concern (by the way --- all three of these points are very true . and almost no action is being taken against any of them) These can be seen as civil rights issues Also - unfortunately . the issue you are raising about persons with LD coming into college and acquiring debt because they are not prepared for college because they have not been identified and accommodated (or have failed along the way to acquire the knowledge needed to compete in college due to the failure in FAPE) .while also very true and is an issue that we need to consider . is kind of like looking at global warming and only being concerned about polar bears .. The issue is real . and the impact is real . but the manifestation is so far down the line . and kind of avoids the major issues of why the polar bear or the LD college student is in trouble . and misses so many of the other people impacted by the massive and major issues .. Also we can save some polar bears but have little impact on global warming .and address some college debt issues and not greatly impact the lives of persons with LD . We need to change the whole environment (pun intended) in addressing LD . which is under such attack with RTI and the changes in IDEA . and the adult world . soon no child leaving high school will have the proper documentation to prove they have LD in college or any other setting .. So it won't just be the few who make it to college --- it's everyone . The crisis is so real and there is almost no response . so while I really understand the issue you are raising and see the issue . the best way to address it is to address the global attack on LD . the and manifest dangers involved in that . So to paraphrase and old organizing saying === Think globally but act globally too (ok act locally too, but as part of a global effort) It would be great if we could have a discussion on how to act globally on LD issues . that would be a good discussion one to have.
