The Laubach Way to Reading has been used for so many years that it is
no longer "the latest and greatest", but it was specifically designed
for teaching adults to read by teaching "letter sounds, word
structure, word meanings, reading comprehension, and writing
practice". There is also a companion series of Laubach Way to
English and a separate book for learning cursive writing. It is sold
by New Readers Press, now a division of ProLiteracy Worldwide.
