Hello,
I see reference to IDEA in disability rights information that pertains to
adult education, but I have yet to find information that clearly states when
IDEA applies to adult education programs.
My understanding is that it pertains when a program is serving a learner who
is of the age at which he is still eligible to attend a public school.
Beyond that I'm not quite sure. I'm not quite sure how a learner in an
adult ed program could be given access to special education services in an
adult education program since most programs do not have "highly qualified"
instructors in that area (or the $$$ to provide the materials and resources)
for this.
