I think we, as professionals in the field, have to be careful when we make sweeping generalizations like "the kid struggling in 4th grade becomes the illiterate adult." Certainly there is research supporting the notion that children who are reading below grade level in third grade will struggle later in life, but I am not aware of any research that indicates they will be "illiterate" adults. "Illiteracy" is a term that I personally do not believe is an accurate description of the challenges of those with low literacy.
